The public task, implemented under Investment G1.1.4 of the National Recovery and Resilience Plan (G1.1.4 – Support for institutions implementing reforms and investments under REPowerEU, indicator G8G – Contest for the implementation of the public task "Conducting training, advisory, and analytical activities in the area of building administrative capacity for green and energy transformation for local administrations"), aims to strengthen the administrative capacity of local authorities and municipal employees in the field of green energy transition and procedures related to permitting renewable energy investments. As part of the initiative, training activities and study visits will be conducted to explore the topics of efficient energy management and the implementation of renewable energy investments. This initiative is targeted at several dozen cities and municipalities across Poland, which, as members of the Association, are leaders in sustainable development and energy efficiency. Additionally, it is open to other local government units interested in participating in the training cycle and expanding their knowledge and competencies.
PROJECT ACTIVITIES:
As part of the project, the Association will implement a series of the following training activities:
1. Shaping areas of accelerated renewable energy development and energy communities – online training
During the training, the process of establishing energy communities will be discussed, including the necessary steps for their creation and management. Participants will also learn about initiatives aimed at improving energy efficiency in municipalities, including best practices and technological solutions that can help reduce energy costs and support sustainable development.
2. Planning, implementation, and monitoring of energy efficiency in public buildings – online training
During the training, participants will gain insights into actions aimed at the thermal modernisation of public buildings and improving their energy efficiency. This knowledge will enable them to implement proven solutions and technologies to carry out effective building modernisation projects, integrate renewable energy solutions into existing facilities, and reduce energy costs in local government units.
3. Public participation in the implementation of renewable energy – online training
The training will focus on key aspects of the energy transition and climate change, including the latest trends, challenges, and goals related to the shift towards clean energy and combating climate change. Participants will become familiar with tools for effectively communicating these changes and methods for engaging residents in processes related to sustainable development.
4. Energy management in the city – online training
The training will focus on energy management and the optimization of energy use in energy systems managed by municipalities. Participants will learn about tools and strategies that enable effective energy management, integration of renewable energy sources, and reduction of energy costs.
5. Climate action in municipal budgets – online training
The training will address the financial aspects of implementing climate action and developing the skills needed to carry out a green transition. Available sources for finansing the climat actions, the aspect o climate mainstreaming and finance strategies for obtaining national and EU funding for green transition projects will also be discussed.
6. Seminar on Energy Transformation – on-site event
The seminar will cover current procedures related to issuing permits for renewable energy investments, energy management, legal aspects of the energy transition, and issues of energy poverty.
The project also includes the development of a publication on energy management in municipalities, which will expand the competencies of training participants. Another key element of the project will be study visits, providing an opportunity for experience exchange with local governments both in Poland and abroad. Participants of the visits will learn about best practices and innovative renewable energy solutions that can be adapted to the specific needs of Polish municipalities.
EXPECTED PROJECT RESULTS:
The implementation of the project will contribute to enhancing the competencies of local government representatives in energy transition and promoting renewable energy solutions. Through training, seminars, and study visits, municipalities will be better prepared for the green energy transition and for implementing reforms under REPowerEU. The incentive will support the development of energy-related competencies, allowing participants to learn about both domestic and international solutions, while considering change management and community engagement aspects. Ultimately, the project's outcomes will enable municipalities to effectively implement renewable energy actions, supporting their development within national and EU energy initiatives.
