The project aims at:

- Promoting permanent long-term partnerships and networking between experienced and learning municipalities in order to achieve commonly agreed results in joint project implementation process.
This is accomplished through training courses and twinning activities between “learning” municipalities (37 municipalities from new EU member states, including 7 municipalities from Poland) and experienced ones from Granada and Valencia in Spain as well as direct support from the national coordinator.
“Learning from each other – working together and avoiding repetition of past errors” is the project concept.
The main project objectives:
- integration and institutionalization of sustainable energy policies in local authorities’ operations
- strengthened technical and financial capacity of municipalities in the fields of sustainable energy policy and implementation
- twinning agreements between municipalities in order to exchange knowledge in developing and implementing the SEAPs
- development of environmentally and socially acceptable SEAPs to be submitted for approval by the Covenant of Mayors
- delivery of SEAP actions and inclusion of leading examples in the Benchmarks of Excellence highlighted in the Covenant of Mayors
- identification of financing mechanisms that will facilitate the implementation of these SEAPs
- promotion of the Covenant of Mayors initiative to the municipalities.
Project activities:
- assessment of the needs of the participating municipalities in the field of sustainable energy planning and implementation;
- development of detailed capacity building strategy and action plan addressing the specific training gaps of each “learning” municipality;
- organization of capacity building activities on SEAP development and implementation such as training courses (in Slovenia and Poland), helpdesk;
- conclusion of twinning agreements and organization of twinning approaches (study visits, staff exchanges, mentoring etc.) between 10 “learning” municipalities and 10 “experienced” ones.
