Conference “Energy performance certificates for public buildings. Public lighting”

Final Conference of the project entitled “Energy performance certificates for public buildings” took place on 27th and 28th of September 2010 in Cracow. The project was implemented by PNEC since December 2008 and was co-financed by the National Fund for Environmental Protection and Water Management.

The conference was addressed to representatives of Polish municipalities, people responsible for energy management in buildings and directors of schools. It gathered nearly 90 participants. Topics raised at the conference concerned energy audits and energy performance certificates, role of the education in energy management, accessible funds for investments in public buildings sector and influence of lighting at energy consumption in public buildings.

 

The conference was composed of six thematic sessions:

Session I. Energy performance certificates

At the beginning of the session Tomasz Gałązka, main specialist of the Department of Construction Market and Technique of the Ministry of Infrastructure, presented provisions and progress in the implementation of the Directive 2002/91/EC on the energy performance of buildings. Then Aleksander Panek, President of the board of the National Energy Conservation Agency, presented experiences and conclusions concerning methodology of the preparation of energy performance certificates for public buildings.

Session II. Energy audits of public buildings

During the session Dariusz Curyło, owner of the energy auditing company EGOTERM S.J., summarized  energy audits carried out in 40 buildings participating in the project. Then Wojciech Piskorski, President of the Board of the  Carbon Engineering company, talked about the opportunities resulting from the Green Investments Scheme. Last presentation in this session was given by Marcin Łojek, manager of the project „Energy performance certificates for public buildings”, who presented project results.

Session III. Thermal modernization of public buildings – examples from selected cities

During the session positive examples of thermal modernization of public buildings were presented by following speakers: Zygmunt Kuc – Head of the Municipal Engineering Department of Dzierżoniów Municipality, Adam Markowski – Mayor of Janów and Stanisław Zalewski – Head of the Education Department of Ełk Municipality. 

Session IV. Role of education in energy management

At the beginning of the session Anna Jaskuła, deputy director of PNEC, presented objectives, tasks and methodology of the project entitled „50/50 European Network of Education Centres” (EURONET 50/50).

Afterwards, representatives of selected schools participating in the project presented their activities and achievements. It is worth to follow the example of Ecological Primary School No 7 in Bielawa,  Primary School No 11 in Dąbrowa Górnicza, Primary School in Janów and Primary School of the Cardinal Stefan Wyszyński in Jadachy. Activities implemented at these schools show how actively children engage in energy-saving campaigns.

Meeting with representatives of educational centers and municipalities was a good opportunity to hand in presents for schools  – measuring devices (digital thermometer, luxmeter, energy meter), which will be helpful during lessons concerning environmental protection and energy saving.

Session V. Financing investments in public buildings by national sources

First presentation concerned ways of financing investments in public buildings by the Voivodeship Fund for Environmental Protection and Water Management in Cracow and was given by Robert Bażela, Head of the Verification Team of the Fund. Afterwards Włodzimierz Rożnowski, Main Environmental Officer of the Environmental Protection Bank, spoke of the opportunities for co-financing investments offered by his institution.

Session VI. Lighting in public buildings

At the beginning of the last session of the conference Magdalena Mrowczyk from the Energy Regulatory Office spoke of the possibility of reducing lighting bills by changing electricity supplier. Then Narcyza Barczak-Araszkiewicz, managing director of the Association of Lighting Equipment Producers „POL-LIGHTING”, introduced environmental criteria to be used in public procurements concerning lighting. During next presentation Jacek Piotrowski, co-owner of the Światłoprojekt company, talked about pros and cons of using energy efficient lighting in public buildings. Last presentation of the session concerned newest achievements concerning LED lighting and was given by Katarzyna Stańczyk from LBL company, partner of Philips Lightning Poland.
